After many years of fighting, she lost her battle with Parkinson's disease and dementia. She passed in the arms of her devoted and loving husband William Joseph Moore. Shelia was born November 1, 1946 in Fort Benning, Georgia. Her family was military and moved often. She attended primary school in Germany was a 1964 graduate of Carver High School in Columbus, Georgia.

She studied business administration attending Langston University, Langston, OK, and at Tennessee State University, Nashville, TN

Shelia worked for many years as an account manager for the Democratic National Committee in Washington, DC. She actively participated in a number of political conventions and voter registration campaigns events. She was a strong supporter and advocate of the empowerment democratic women office holders.

US president Jimmy Carter recognized Shelia for her efforts on his re-election campaign; she and her husband were invited to attend a special gathering at White House.

She met the love of her life, William Joseph Moore, in Boston Massachusetts and they were married for 53 years.

She was a devoted wife and friend, and her kindness and love touched everyone who knew her. She had a warm smile and a gentle spirit that radiated love and compassion.

She had great deal of love and compassion for animals in general, especially her own furry friend named Doctor Watson (Shih Tzu)

Shelia loved spending time traveling in their motor home with her husband and visiting with her extended family members. She enjoyed hosting small dinner parties for friends. She was an excellent cook and enjoyed preparing Chinese meals for these gatherings.
